Operation could not be continued. You cannot set shield levels below the amount of shields provided by your shield generator buildings.?

Had it before, if on a planet with buildings from before the return then need to make sure your shields are at least up to what the generator provides, which w/ lvl 4 previously is 20x shields, lvl 3 is 12x, lvl 2 is 6x, so it is just requiring that shield generator points be used for shield generator and not excess production, if making new buildings then its not an issue cause does it automatically.
