Fines, if imposed, don't go to anyone. They are resources or credits removed from the game.

The only way anyone, including me, can receive any resources is by making them, capturing them, or trading for them (on the market or directly with others). Credits can also be bought via paypal or earned slowly by clicking on the voting link or by selling on the market.
